The Guanyun People’s Court in Jiangsu, China have come up with an unorthodox way to get debtors to settle their overdue payments.  If someone makes a call to a blacklisted person, they will get to listen to a pre-recorded message created by the Court saying: "The user of the number you've dialed has been listed as someone who is avoiding debt repayments ordered by the Guanyun County People's Court. Please urge this person to fulfill their legal obligations. The Guanyun People's Court thanks you for your support.”

The court is targeting local business owners that they know have the funds to settle their debts, and as of now, only ten people have been exposed. As name registration is necessary to obtain a mobile number in China, blacklisted citizens are not able to evade the court simply by changing their contact numbers.
